A plugged line?
I was sure the one in my '82 was inop, but I filled it and connected it recently and it did just fine!
The jets in front of the windshield were interesting -
I used a safety pin to clean them, and the P-side one shot clear over the cab, while the D-side one gave the (import!) car next to my truck an impromptu shower bath...
I found that by inserting the pin I could move what seems to be a ball jet inside the sprayers up and down and side to side to aim them just where I wanted them to go!
Try this:
Completely remove the washer reservoir, and clean it out thoroughly.
Disconnect the line to the sprayers, and flush it out completely too.
While they are disconnected find a way to force water from a garden hose back through the jets from the windshield side.
- This should (hopefully) completely remove any junk in the system.
When you reinstall everything, use two tablespoons of simple green to each quart of washer fluid and use the system a lot. This is kinda like running two bottles of Berrymans B12 through your gas tank - you don't want it in there forever, use it up.
The system should now be clean as a new tin whistle.

PS:
(small afterthought) Make sure the motor has a good chassis ground - NO rust, ohmeter reading from the positive side to the chassis should be as near zero as the motor windings allow.
Also read through the motor to make sure it has not burned out.
