Diablo chip with engine mods
I had someone tell me that a Diablo chip could be programmed for performance engine parts like cams and heads. Is that true?
And I was also told that a Diablo chip could be programmed to make my transmission (4R70W) work with different engines built for different transmissions (like a Navigator engine used with a 4R100 tranny). Is that true?

Yes, it can be programmed to work with different cams and heads. As to engine/tranny mods, you're going to have to handle getting the correct signaling to the computer and provide the specs you want (ie, shift points) and it can be done.
