Adjustment sleeves on the upper tie rod (from the gear box to the right wheel) lower tie rod (from the right side to the left wheel). Which adjustment sleeve acts on which wheel? Extending the sleeve does what? and retracting the sleeve does what? Loosen the sleeve clamps and turn the sleeve with a pipe wrench? Would measure on front and back of front tires while they are off the ground.
First take it to someone who can do a toe check only...know where your at first before you start thinking about adjustments. As far as taking measurements off the tires it has to be done with the full weight of the truck on the ground, not with the wheels/tires off the ground.
With the wheel that far off, I'd get the alignment checked by a shop - you can't do it yourself with any accuracy unless you want to play around with it a lot
