I may be wrong, but that may be a 262 motor and not a 223. I believe the valve cover bolted around the perimeter on 262 engines and not on top of the valve cover line the 215/223 engines.

The 223 bolted valve cover changed from 1960 on up That is why I got a '57 head to used the 2 stud valve cover. I like the look better. Plus I have that Offenhauser aluminum valve cover to put on. Going to run the current head for now & change over later ")...Dude
