Now I know what I'm doing with the math! I think I was caught up trying to figure how it would change based on the CG of the empty trailer... So I was overthinking it!
Truck weight with no trailer is 9200 pounds. Truck weight with empty trailer is 10,800, which means 1600 pounds got transferred from the trailer to the truck. 1600 pounds is 23.36% of the total trailer weight, which is 6850.
The water tank holds 2000 gallons and weighs 800 pounds empty.
Water is 8 pounds per gallon.
Trailer GVWR is 24,000 pounds, truck GVWR is 11,200, with a rear GAWR of 9750. Gooseneck hitch is rated for 30,000 with a 6500 pound kingpin weight.

If 11,200 GVWR is it and you want to stay within that, and the trailer empty puts 1600lbs on it taking it to 10,800 then you ONLY HAVE 400LBS TO WORK WITH?!?!?!
I don't much care about staying within the gvwr as long as the axles and tires are rated for high enough to handle the load. Empty rear axle weight is currently 4300 so I've got over 5 k till I hit that gawr. I'm limiting myself to 3k cause that's my ceiling on my other backup truck.
I didn't mean empty rating, I meant empty actual weight. Empty actual weight is what Colorado uses for determining vehicle registration and assumed it would be the same for cdl. But I will call and make sure.

Yup, it's the weight rating that counts for the CDL, not the actual weight. Technically there is likely no legal way to pull a flat bed trailer with a 24,000lb rating without a CDL.
