Voltage Regulator/Alternator Problem

I have a 89 f250, 7.3. My voltage regulator gets hot all the time, even when truck is off. When I check it with the voltmeter and truck is off, there is 12 volts at both the A and F terminals. If I unplug the alternator plug, the VR cools off. I thought there might be a short in the wire connected to F, so I cut the wire and was going to splice in a new wire, but VR still gets hot and 12 volts at the F terminal on the VR. Just replaced the alternator and replaced the VR twice with same problem.. Before i replaced the alt, it only charged 11.75 volts. Now with VR hooked up, the new alternator charges at about 13+ volts idleing, but when I increase rpms, jumos up to over 17 volts on both the ammeter and my voltmeter. Any suggestions?
