I just replaced both the ignition switch and the lock cylinder in my 1989 F250 ( I did not have to replace the actuator rod that connects them )

since you do not have tilt, just skip the part about removing the tilt pins.
i do not remove the ignition switch, ignition lock/key cylinder, or lock cylinder gear.
i can do an actuator in 2 hours these days.
