Lower valance question

What do you guys think about this valance? He is asking 80 for it and I talking him down to $50, if I get it I will paint it black, also comes with fog light and wire harness

If it's all cosmetic and not bent/torn in any manner, seems like a good deal to me, especially with the foglights/harness.
