Check the usual online Ford parts places. I used to know the owner of FordPartsNetwork.com, but that was 10 years ago. Just google "Ford Parts Online" and you'll find several.
Remember to disconnect the battery before pulling the airbag. I don't know that it matters, but I disconnect the battery, turn on the headlights and let the truck sit for 10min (draining the system's power) before working on the airbag system. Sure, it is overkill, but A) Airbags are expensive. B) They can cause serious injury.

Locally most any parts outlet should have one---do keep in mind these tend to be very year specific unless the supplier/manufacturer states compatibility across several years order according to your chassis model year.
Here on FTE there are several sponsors who are OEM dealers that offer significant savings for customers without an association with a local dealer. Search the vendor/sponsor section here for some great deals.

+1 on this! Its wise to disconnect the battery and wait for at least 15 minutes. Personally I remove both positive and negative cables, have heard some recommend just the negative only---I'll err on the safe side!
A couple years ago, I picked one up for a '94 F-150 on Amazon pretty cheap. Brand new - correct part. I don't remember exactly what the price was, but I know it was significantly cheaper than any other place I found them.
OP located in HI .. will save money buying part from FTE Ford Dealer Parts Dept sponsors (closest to HI located in WA), but discount will be mostly 'eaten up' by increased shipping charges.

Thanks for all the help offered so far. It seems as if it will cost me around $150 to 180 for a new part. Does anyone know if the "with cruise" will work on a van without cruise control?

Its unlikely---I myself have tried swapping out clocksprings that didn't match year or option and would lose functions.
FWIW I have one for free OEM never used part number XC2T-14A664-AB if its compatible with your chassis. Naturally you'd pay only shipping to your location---PM me if interested. This was part of an OEM CC kit I bought but never used.
Edit: The above number seems to be a Ford engineering number, it is not an actual part number.
