That's not a frost heave.
That's an idiot who emptied their pool and the ground water floated it out.

that was our other thought...it was in portland and the yard we were working in was soaked still so it must hold a lot of water

I've done a lot of coping and tiling on in-ground pools.
Frost heave could lift it. (a little)
But that is because someone turned a bathtub into a boat...

Doesn't matter how it was installed.
You can't leave an in-ground pool dry with the drain closed.
Count how many gallons it takes to fill the pool.
Multiply by 8.34.
That is the lifting force (displacement)
Say it's 10,000 gallons...
83,400# says it is coming out of the ground.
The slide didn't have a chance.
