2004 No Start Debacle

Been reading everything that I have found via the search function. I am at a loss for my no start issue.
Recent history of events:
1. Would not start after being at EOT sometimes for a couple of weeks
2. Now will not start for more than a few seconds, then stalls out. Then will not start at all.

Repaired FICM from 28v 1 month ago to 48-47.5v(holds steady during cranking)
Pulled ICP connector. no change
Checked resistance from PCM to CrankPS(382res), camPS(858res)
ICP is at or above desired PSI and has 1.4v during crank per A.E.
IPR is 40-55% during cranking
RPM above 180 during cranking
Batteries are at 11v after 30 or so cranks over three hours

I have replaced the EGR cooler and oil cooler w/updated screen 3years ago
blue spring mod, fuel filters yesterday(Purolator)
oil filter Napa<1 month ago, cleaned EGR valve at oil change
Bypass coolant filter a year ago

Looking for the next step in diagnosing this latest gremlin. TIA, Ben.

ICP needs around 540 to start, batts look low ICV should be koeo1.8, 1.77 cranking

ICP goes over 1000 during crank, going to hook batts to charger tonight
ICPv at koeo is 0.25 per AE
I unplugged ICP sensor and nothing changed. Is the low voltage at ICP koeo the sensor? Or something else?

oil filter Napa<1 month ago, cleaned EGR valve at oil change

Trouble seems to coincide with this... Maybe oem filter will do better.

I will put an OEM filter in tomorrow. Ran fine for a couple of weeks after oil change. KISS in full effect if this is the fix.
0.25v ICP at koeo is within limits by everything I have found online.
Thanks again for the ideas on what to check/change.

Oil filter changed. still no start.
on the AE the EBP volts are at 0.9 KOEO and drop at crank a little.
EBP absolute was 0.25 PSI above barometric pressure of 14.64 PSI during crank. EBP sensor toast? pulled and cleaned it and got 0.89v.

Looks like you icp pressure is good... Which should mean IPR is working... Ficm mpwr looks good too... What about other PWRs going to ficm... Also you can check sync with cam sensor and crank sensor ... Other than that maybe some more experienced guys can help you... Also, the tech folder contains a step by step check of crank/no starts posted by Bismic... Excellent info there!

Fortny,do you have an OEM oil cap, the aftermarket will be taller, have you taken the EBP senser off and cleaned the tube?,next I would try cleaning the IAT2 senser and the MAP connection to Intake use carb cleaner but not on the Electrical side oh and ware your safety glasses that stuff burns like

Do you have a reading for fuel injector pulse width during cranking ( other than 0).

Ugg. No fuel in upper bowl. Return valve the filter rests on was stuck in the up position. Somehow the plastic ears that are supposed to stop at the lip went past it and got stuck on the way back down. Guessing no one but a dealer would carry one for 2004.

Anyone know the ground location for the hfcm? Need to find it before I buy a new pump. 12v(11.89v) at connector.

It is where you change the primary filter. Its under the driverside door on the frame.
