Lpop diag help needed

Recently purchased a 6.0 with engine front cover off. Putting everything back together with 2 new batteries and installed fomoco oil filter and cap. Oil is new and full. Did 4 15 sec. Crank cycles and new oil filter is bone dry still. Wondering how the lpop system works as well as how to test it. Im thinking maybe from the front cover sitting the regulator right underneath the lpop is stuck. Could that be an issue?

YES

Odds are your engine needs to come out that's why it got sold

Normal culprit is Lifter Bearing taking out the LPOP gears

How did the LPOP Look????

Lpop had a few small knicks on it. I would still think with a small mark on the lpop it should bring a little oil up to the filter. Going to remove the regulator under the lpop and see if its stuck or something. Doing research i see the lifter bearings are a common thing to to go and ill probably have to pull and rebuild but i just wanted to try a put back together to figure it out for myself and start from scratch instead of having no idea what is going on.
