Normally I'm on the 73-79 board but my buddy's 96 is having an issue. Sometimes when he starts it it will die after about 2-3 seconds. If he turns the key the on position for about 3 seconds it starts (usually). This is a come and go problem. I was told his fuel pump is bad and that it needs the 3 second on time to build enough pressure to keep the engine running. Before I help him replace it, I thought I would get the board's opinion.
have him take it to a shop and have the fuel pressure checked.Both tanks if its a dual tank truck. Doesn't take very long. But yes, the pump(a good pump) should immediately build up pressure for the engine to start. Replace the fuel filter if you haven't already and if it's been a long time since being replaced....
It sounds to me like he is losing fuel pressure after he shuts it off. Is there a fuel leak anywhere? Even a very small one? What happens if he turns the key to Run and waits about 5 seconds and then starts it? This should allow the pump time to full pressurize before the start. If it has to do this twice, then he has to be losing fuel pressure somewhere. It wouldn't necessarily be the fuel pump.
The fuel pressure is easy to check. Get a gauge and put it on the shrader valve. It looks like a tire valve. It's located on the fuel rail.

Listen for the fuel pump running each time the truck is started. If you don't hear the pump, it could be the relay that's intermittent and not the pump.
