Throttle Plate No closing

Throttle Plate No closing
I just recently bought a non feedback carb for my 84 truck rebuilt it and cleaned it and it's running really well..but The throttle plate does not seem to close all the way..my idle is around 900 now I've adjusted the idle screw out but the plate does not return to closed unless I push down on the throttle lever. Any suggestions??
