GEM Reprogramming Question

Can someone explain to me why a GEM would need to be reprogrammed by the dealer? It don't compute for me with all the schematics I have read why it would need to be. I ask because I am currently on my second one(aftermarket) and everything works except the ESOF. I have troubleshot the relays, wiring, transfer case, etc and was wondering if when I replaced it I needed to have it "Reprogrammed". IF that is the case then it could save me some money if not I will be having to purchase another one to correct the issue. Thanks
