There IS a known problem with the FORD PCMs that IS occurring more frequently as time goes by.
Due to their age, the electrolytic capacitors used in the FORD PCMs ARE starting to leak AND will fail.
The electrolitic capacitors DO have a service life to them.
There have been MANY MANY posts on here regarding this issue.
"Back in the day" when you were factory trained, I'm sure leaking capacitors in the FORD PCM's wasn't an issue.
Perhaps Brad will chime in here and once again post his findings at the salvage yards.
I'm not trying to start a whizzing match, but your statement above, today, now, at present, is incorrect.

I picked up my Bronco for $500. Only one side of the injector harness had injector pulse. New computer and boom, I've been driving it for 3 years now without a lick of trouble.
My F250. Picked it up for $800. Constant fuel pump run issue and no injector pulse, new computer solved it too.
One of my buddies has a truck just like OP's except it's a two wheel drive. He went through a new TFI, coil, distributor (thought it was a pip problem) and lo and behold he changed the EEC and it's been running like a champ without issue for months now.
Also, I have a friend who worked for Ford for over 20 years and he said he changed a LOT of the computers in the 460 trucks (like my F250) while he worked there.
So maybe you haven't had computer issues, but where I am, we have them and they are common.

Back to the OP's problem.......
I have to agree, your fuel pressure is too low for the 4.9.
Before you plunk down the cash for a new FDM, or worse yet, scrap the truck, make ABSOLUTELY sure this isn't a poor/resistive ground problem.
Both of my fuel pumps were "whining" pretty loud (I have to assume laboring) prior to me cleaning off the block ground @ the starter, frame ground (where the negative cable attaches via the little crimp connector, negative battery cable clamp, negative battery post, and lastly, the ground on the fender near the battery (10 guage wire).
A wire brush in a drill works extremely well for this.......and wear eye protection.
