The way they've got the PCV valve set up is fine. It goes from the valve cover (either the oil filler cap or a grommet) and back to the manifold vacuum source on the back of the carburetor. This is how it's supposed to be.
Your other valve cover, however, should have a breather filter. That's the picture you should be showing. The original setup ran the breather hose to the filter in the air cleaner. Since your metal line wants the PCV on the right but the air cleaner seems to want to breather on the right, something was swapped at some point. That's probably not the original air cleaner.
You want fresh air to be able to enter one side and dirty air sucked out the other. It looks like the fresh air used to be on the filler cap routed to the air cleaner. I see the hole taped up. Like FMC400 asked, whats on the other side? I would think that the PCV valve would go there and connected to the back of the carb or vacuum source..
Or the air cleaner assembly has been replaced with a "generic" cleaner that can fit multiple engines. Notice the "plug" on this image (https://www.ford-trucks.com/forums/8...ml#post7248727). Or Ford used a more one-size fits all cleaner assembly?

Thanks, filter holder is there, but no filter! I'll add that to the list. I suppose it would be smart to remove the hose and make sure it's clean too.
