Because of the turbo "pressure feeding" the engine the compression ratio has been dropped to about 17:1 (I'm not sure exactly what it is off the top of my head) to prevent head gasket failures at full boost full load conditions, instead of 21 or 22:1 on a naturally asperated diesel. So, at no load conditions, not all of the fuel is burned. Eventually, some of it will be expelled into the exhaust system (during long periods of ideling) and if your turbo pipes are not a liquid tight seal, some of it will "drool" out the exhaust joints and make a mess. It is not oil leaking (although it looks like oil), it is actually fuel.

The turbo pedestal is not the best design (they should have used 4 bolts instead of 2 to hold the turbo to the pedestal). I think the situation could be improved if you installed helicoils in the aluminum pedestal and 10.9 or 12.9 grade bolts torqued to the maximum torque rating for the bolt grade you are using (I'd use 12.9's torqued to 55 to 60 ft.lb.)
