Why are there "circuit breakers" in the under-hood fuse box? How is that different than a fuse, in this application?

The #601 circuit breaker power things like the power windows and moon roof. If you blow a fuse from holding a switch down too long you're stuck possibly with open windows in the rain, or an unsecured vehicle in a bad neighborhood. With a circuit breaker it auto-resets when it cools down and the windows will start working again.

OK, so if I am reading your diagram correctly, there should be 12v at connectors B3, B1, B5, and B4 when the truck is running, but 12v only at B5 when the key is turned to ACC?

Nope, those 4 terminals go directly to fuses that are live all the time. So no matter the position of the key, those 4 terminals should always have +12 volts on them.

When the key is in the RUN position, only terminals I1, A1, A3, & A4 will have +12 volts on them.

When the key is in the ACC position then terminal A1 is the only one that will have +12 volts on it.

When the key is in the START position then only terminals STA & I1 will have +12 volts on them.

Remember, terminals B1, B3, B4, & B5 should always have +12 volts at all times, assuming the battery is connected of course.

OK, well this may be a bit more difficult than I had hoped but I'll give it a shot.

Not at all, it's very easy once you've accessed the ignition switch. The testing takes only a few minutes.
