Something you're doing is not right. If you are truly getting no voltage at the 'S' signal of the starter solenoid with the key in START, then the solenoid wouldn't make any noise at all. Move the positive lead of the voltmeter to the battery terminal of the solenoid and make sure you're getting 12 volts.
You're measuring the signal of the wire, as opposed to removing the wire and measuring the voltage at the bare post, correct? Let me know if the test I'm asking you to do does not make sense and needs further explanation. You're trying to check that the signal fed to the starter solenoid is correct.
Did you prove out your measurement method by moving the positive probe to the battery side of the solenoid to make sure you get 12 volts there?
If you DID, and you DO see the proper voltage that way, and you STILL see a fluctuating voltage from the signal applied to the 'S' post of the solenoid, then I'm lead to believe that there's an intermittent connection with the ignition switch that isn't putting full voltage to the solenoid. However, I find that difficult to believe.
If you did NOT do the check I previously mentioned, then you have some more work to do.
Take a small jumper wire and touch it to the "HOT" side of the solenoid, then to the "S" terminal on the solenoid with the wire unhooked from it. Does it start then? Make sure it's in Park/neutral!!!
If it starts then the problem is between the solenoid and ignition switch
That hot wire did the trick! Turned it off and started her up again. And again. Still gonna replace the ignition switch and fuseable link but now I don't have to bum a ride. Thanks gentlemen.
