I think a good goal for next year would be to start with the heads like you said, studs, valve springs, push rods, cams and port and polished. Also, is anybody fire ringing the heads on the 7.3s? I know all my dodge buddys do it, but I haven't seen a 7.3 done. Not needed?
So your turbo options are limited to "stock appearing"? I don't know anybody pulling work stock, but if I was building a truck for work stock I would be tempted to find a custom turbo shop and see if they can fit a stock OBS or SD turbo w/ a compressor wheel larger than 66mm and even a little larger turbine wheel. Or try to pass tech with a 38R and run a WWG2 in it. Run some 300/100s or 300/200s and terminator pumps. Then port the wastegate hole a bit if you can and if backpressure still gets high or boost is too high, block off the internal gate and run a 38mm external gate on each manifold keeping the turbo around 40psi boost and acupressure. You could up the boost slightly and see how it performs, but I doubt you'll notice much difference pushing it much harder.. head porting and a cam will help quite a bit if done right.
We do fire ring 7.3s (can be done in the heads, block, or both), but it wont be needed for any stock appearing turbos. Just factory gaskets w/ studs. Do the studs one at a time and don't disturb your factory gaskets.

Also, I wonder if I could even get away with efuel in a work stock class? I know there is a few pulls in my area where they don't even pop the hood for work stock, guys get away with all kinds of bs.

It's all up to what class and what kind of power you want to try to make. If you decide to run 2.6, you'll probably need more than a $10k budget to keep up. Either way, you need to do something with the turbo to try to make more power. You don't want to run a standard "true" 2.6 turbo.. You don't want to run a stock turbo either.. You want to run the biggest turbo you can if you want to keep up with some of the competition.
You'll find that most guys in work stock probably have at least a 66mm turbo on their trucks, maybe even a touch bigger, and the guys that win consistantly are probably making in the neighborhood of 600hp.. maybe more.. Likewise, the guys that win consistantly in 2.6 classes usually are running 75mm or larger turbos that are clipped for protrusion w/ a modified 2.6 cover. I would probably have at least an S475 built specifically to your class rules, an ice water intercooler (if allowed) and some 400/400 injectors if you decide to run 2.6.
