I've bought 2 from that company and with minor trimming of excess plastic flashing, they fit just fine.
From Partsgeek.com, they list them as having "Tow hook holes" instead of being a "Lightning" part.

For $40 shipped, I could swing that. Then I'll just have to throw some nice lenses in there and wire it up. That plus the headlight upgrade should put me where I want to be.
The RJM harness is a much better quality unit than the LMC harness. It's a little more money, but if you're going to do it, may as well get good quality. RJM Injection Tech — Headlight Harness
Also, I've had horrible experiences with SilverStar bulbs. They suck in the rain/fog, and in recent years it seems as though they blow out fast. I've had much better luck with Sylvania's Xtravision bulbs, and most recently GE Nighthawk bulbs.

Maybe the 350. But not too accustomed to them.
The HOLE bumper has been on EVERY XLT truck from 94-97 I have owned(30+), diesel or not. And as for an "option" I have the window sticker for my 96 and it is not on the options
