I just got a 73 F100 that was shipped out here from Colorado. It's been sitting for a few years and so I'm going through all the usual suspects to get it running.
While making some carb and timing adjustments to get it to idle properly, it's acting like it has a major vacuum leak, low vacuum, won't settle down at idle, etc. Will this be caused by the carb originally being set up for altitude in Colorado? The truck is now at sea level. Will a rebuild kit allow me to correct the problem or should I look for a replacement carb setup for sea level?

Definitely on the altitude but more importantly old fuel would be my first concern .. Drop the fuel tanks and clean them out good Also replace fuel lines and filters .. what carb and motor do you have?
I suspected as much with the fuel, I have a new sending unit on the way for it so when that arrives, I'll be dropping the tank. I'll clear out all the lines at that time as well.

For a work motor it's hard to beat an FE motor .. I ran that carb on my 390 for a couple of years it did alright but when I could afford it I put a 4 barrel intake and carb on it with dual exhaust and actually got comparable MPG and much better power and torque ..
While your jet size should match your current altitude, improperly sized jets should not affect the engine significantly at idle. A rebuild kit will not have anything to do with altitude; altitude is compensated for by changing the jet size. In some cases the power valve is changed as well.
Does the vacuum gauge respond to changes in the idle mixture? Have you checked for vacuum leaks with a can of spray?
Indeed, when I drove it 35 miles form the PO's house it pulled great it just will not idle, it's acting just like it has a vacuum leak, there was one, the power brake booster so I plugged the line but it's still being stubborn.
Very low vacuum reading on the gauge and the gauge does not respond to mixture adjustments. I propaned around gaskets and fittings looking for a leak but no joy.
