To clear the codes ground the STI wire, turn on the key and when the CEL (MIL) starts to flash remove the ground from the STI wire. All codes will be cleared.
If you disconnect the battery to clear the codes that will set the memory lost code.

since the only EEC-IV vehicle i have is my 88 diesel, there is no computer to store codes to clear, so i never had to worry about that.
I found out the reason i couldent get any codes was because my jumper wire was snaped inside. So i got a
code 22 MAP/BA sensor out of self test range (truck has new MAP sensor)
code 15 EEC permanent ROM test failed
code 16 IDM signal not revieved
code 15 coudl also be a KAM p1 was interrupter (possible cause is battery has been disconnection) and it sat with no battery for 3 years... if thats the cause how do i get rid of that code?
The truck in question is a 1993 w/5.0L engine and an automatic transmission, correct? If so then the truck will more than likely display 3 digit error codes. Ford started to transition from 2 digit to 3 digit codes in 1991. It is still possible to have a truck displaying 2 digit codes in 1993, but it is not very common.
The two/three digit error codes depends on the transmission it has. If you have and standard, AOD or C6 you may have two digit codes.
You said it has an automatic but you did not say which one. If it has a 4R70W (AODE-W) or a E4OD then you would have three digit error codes.
It would also be odd for a 1993 to get a IDM error unless it has an open resister.
That error comes mostly with a 1994 or newer truck with the wrong ICM in it.
I think my computer is junk, it keeps giving me 2 digit codes, and wont reset the codes, when i ground the STI it just starts flashing the codes at me again... im so confused right now x.x some one please help...
Even after you clear the codes you will still get the KOEO and KOER codes. The only codes that you are clearing are the ones in computer memory that was put there while driving the truck..
What transmission do you have?
Did you remove the ground to the STI wire while the codes were flashing?

Oh... Ya'll know if their is any tell tail signs of a bad computer? My friend with another 1993 ford f150 x cab auto trans says i can try swaping my computer for his and if it works he says i can buy it for $30. is it worth it?
