dead accelerator pedal, P0652 ?

Someone help?
I have an issue and would like to know what everyone thinks.
This is on a 2009 6.4 PSD
Here’s the deal. The other day I was installing a ridged 20” light bar I had to rearrange some wiring for my winch in order to put the light bar where I wanted it,
Once I started the truck it run ok, but I had to shut off the truck and do more, and now when I start the truck I have high idle 1450 RPM and a dead accelerator pedal, The truck is Spartan tuned with the 275 tune and has been for 15 months, No DPF, The codes it is showing are

P0652 sensor reference voltage B Circuit low

I tracked all the wiring I did and can’t see anything that may be shorting.
I wired the Rigid light to upliffter #2 and grounded to black on the battery

I Pulled my APP plug of my acceleration pedal and did a test to check for voltage
I got APP1 Signal = 4.891 V APP2 Signal =0.019
APP1_VREF = 2.59 APP2_VREF= 2.60
All signals were tested using both ground 2 APP2 and Ground 2 witch I think also continues as ground to all EGT probes and ground to DPFP sensor and WIF sensor.

I ordered and replaced the pedal assembly this did not fix any thing, I have checked every fuse I can, Checked every inch of wire I can put my hands on,
I have also gone with my Spartan and checked everything I have accesses to, I am getting signal from every thing however

APP_D (%) - 99.6
APP_E (%) - 0.0 With no response when ya hit the pedal at all

Is it possible for a faulty ECM to only send out less than 5v to only one sensor ? there is a power bus with 3 separate power/grounds on the Chassis Connector APP#2 is on the #3 #4 connections, But I cant get at them to test the voltage on that bus, Can I disconnect the wire harness and test voltage out of the ECM to see if it is sending out the 5 volt ? or is that a bad idea ??

I am starting to think a random ECU failure, but strange only 1 sensor would be short power ?
I need help some one, I have been away at work for 6 weeks and I got time off Monday, but no way to get home

I can't help you out other than bump you to the top were maybe somebody else can.

Thanks for the bump, But I got it figured out here this morning, truck running 100% I had a wiring issue that was of my own doing.

Can you explain what you found that was causing the issue? I'm having that exact same code and its driving me nuts trying to figure what the issue is. I have a dead pedal, the truck wont rev more than 1450rpm's and my programmer is telling me that same low voltage message.
