If it has a belt conveyor under it, it's most likely a cattle feeder. We have a bunch of old ones similar to this one around here. We would take hay and grain, and deliver it out the rear of the hopper while the truck was moving forward. Mostly just used in the winter.

Generally the VIN is on the rating plate in the glove box. Just give us what's on that and we can go from there. If it's not there, I'm not sure about the COE's, but the VIN is stamped on the frame rail of the regular trucks. Mine was almost impossible to see though.
Are you going to leave the manure spreader on it? This truck looks like you just need to give it a bath and put it back to work.
