The colder the more it smokes.Trubo whines 1500rpm free spool no load. turbo does not whistle anymore although I still get 26plus lbs boost at full load. Motor is stock except for Banks Brake, 4" exaust, Banks programmer/chip. No cat. on exaust.
I am betting turbo is bad????? 132000miles
Any advise?

Reason: forgot milage
A question like this is best asked in the 7.3L Powerstroke forum, as that's where most of our knowledgeable 7.3L owners spend most of their time. I'm going to move your thread down there, good luck tracking down your problem!
By blue, do you mean light, almost white, or dark, almost black, or do you really mean blue? White smoke is unburnt fuel.
On cold start, if the glow plugs or glow plug relay isn't working properly, you will see white smoke. Also if there an issue with an injector you can sometimes over fuel a cylinder resulting in white smoke.
Black smoke, aka roaling coal, is usually due to fuel not burning efficiently (not enough air due to low boost).
Blue smoke is likely oil. If it is infact blue, I'm guessing its time for injector Orings. Also if the crank case vent is plugged, positive pressure can cause oil to leak at the seal at the turbo which goes right to exhaust and shows up blue.
My opinion, if you're hitting 24psi, your turbo is ok.
Thanks,
Smoke is blue, strong smell of burning oil. for sure oil. I will check crank case vent. I`m thinking oil seals in turbo because of the no load load whine when you give motor a little throtle and 1500rpm? Maybe a bade bearing??
It all depends on the whine. I'm no expert on the turbo, but stock doesn't have ball bearings like the 38R does. You could look for play in the shaft to see if the wheel might be rubbing against the housing.
Check your fuel bowl for oil in it. Mine started that and then got where it wouldn't run hardly at all. A busted oring on an injector will cause it to force engine oil past injector into fuel system.
