That's where the lines from the charcoal canister attach, on the early trucks there is a little Y just below the TB and then a single line goes down to the can, on later trucks they either eliminated the system or used a single larger hose on the passenger side of the TB connected via the canister purge valve.
The charcoal canister filters fuel vapor from the gas tanks.
