4x4 not engaging

4x4 not engaging
Hello guys! Had a issue with my 4x4 not locking in yesterday. I have the correct front end and correct rear end chunks. My question is, are the hubs not locking in? When I put it in 4Low the front drive shaft is just spinning? Thanks for the help in advance.

Jack up the front end, lock hubs and see if they are locking to the axles.
And when it is up in the air spin the wheels so see they are locking to the transfer case.
If nothing is locking togather; Pull the locking hubs off and check to see if they are turning all the way.
