What's it worth?
Problem: the truck has a custom fiberglass trim that has two obvious cracks forward of the right rear. One is 3" the other about 2". The tires are shot. The step on the driver's side has heavy chipping in the fiberglass next to the rubber pad. The driver's seat has noticable wear and the steering wheel has heavy wear. The black edging around the wheel wells is fallling off. Mechanically all seems well. No professional PPI done.
Per KBB the truck rates "fair" which puts it at $24,280.
NADA shows trade in at $25,400.
The seller wants 25,600 with the added security system which ties in with a remote start. He'll drop to $25,000 without the system.
How costly is it to repair fiberglass?

Either way, the used vehicle market is VERY depressed right now. KBB & NADA do not account for this glut of used vehicles so their prices are too high (for now). I think you could pick it up a little cheaper since it's obviously been "used".
The heavy wear on the steering wheel is a common problem and doesn't reflect the true miles on the truck. Just refer to other posts regarding this problem on low mileage vehicles. I have 31K on my Lariat and have this exact issue.
I would continue to scour the market or haggle for a better deal.
I don't know where the glut of used vehicles is. It is not here. Finding a 4X4, diesel, crew is near impossible here whether retail or private. I know new car incentives are still climbing, but that still puts these trucks in the mid to upper thirties.
I had a Carfax run and all came back clean.

I really think you should be able to get one in very good to excellent condition for less than his asking price. You may have to travel a bit to find one.
The problem with private sales of newer vehicles is the guy may be upside down and not willing to lose money, even if the value of his car or truck is lower than his bottom dollar.
The used vehicle glut is real. Ignore car dealer comments about this - I have never heard one, ever, say that business is crappy!
And ignore what KBB and NADA say about values - they are way behind the curve lately. Two weeks ago, I bought an '02 with less than 13,000 miles for several hundred bucks under KBB's trade-in value!
The key is to be patient and ready to buy when the right deal comes along - they always do.

I told him to take the truck to a body shop and let them estimate repairs thus eliminating guesswork.
I figure if he does he is trying to be honest if not he knows the $350 is out of line.
The truck has other nice options such as dual rear, dual exhaust, remote start, etc. Most of it however is fluff.
