I have a 2003 Explorer, I went to use the 4X4 the other day and the light comes on when I switch it 4H or 4L but nothing else happens. So I am thinking it might be the 4X4 mod. How can I test it or do any of you have any other ideas?

This could well be a loose/damaged connector on the transfer case. If the ground is not good it will not work. Check the connector carefully. It is located on the back of TC shift motor.
The PCM knows if current flow to the shift motor occurs, thus enabling it to detect a failure in wiring. However, it does not know if the motor moves or not. In 4H the motor is not activated, only in 4L.
Are you certain there is no drive to the front wheels in either mode? impish
