The OBD2 mass air system is very adaptable so it really doesn't need any tuning until you go into the motor and start making big changes.. like installing a head that actually flows some air. And then I'd suggest you invest in a handheld tuner and learn how to use it because tuning is something that may take dozens of tries to get right so owning your own device is easily more cost effective than paying somebody to do it that many times.

You have a MAF setup. It'll probably cope just fine with what you want to do.
If it doesn't, you'll need to pickup a Moates QuarterHorse or a Tweecer, a copy of BinaryEditor and find someone to write a definition file for your ECU.There might already be one made, but unlikely for a fairly uncommon configuration such as yours.
I doubt anyone has a hand held OBD-II port tuner compatible with your truck.
