He's quoting me and what I meant was I can't seem to rep anyone I think deserves it and it's completely frustrating. There are about 5 or 6 people (everyone) in the past few days that I have tried to give reps to and it wont let me.
My question was aimed more towards the reason why I can't give those reps I think deserve it. What is the pattern I must follow to give out reps. Rep this person not that one? Makes no sense to me.
Ah, you're in rep jail, as it's called. You must spread some rep points around, or cease repping for a while as I understand it. It keeps someone from running up the rep points on a single person. Basically, it's a liberal agenda to get us all used to spreading around the wealth...
Maybe a moderator will explain it a little further, but that's how I understand it.
I think you've gotta hit 20 people before you hit the same person again. Its clearly a left-wing thing - you know 'spread the wealth around'. Kind of a dumb system IMHO.

You can rep 10 people within a 24 hour period. But it's a rolling 24 hours. Meaning, if you rep 1 person at 1am, then 9 people at midnight 23 hours later, when 1am rolls around again (an hour later) you can't rep another 10 people. You'll only be able to rep 1 person because you just repped 9 people an hour earlier. Hence, the rolling 24 hour period.

Ceasing to rep people doesn't allow you to hit the same person again after a certain amount of time has elapsed. You must hit 30 different people before you can hit the same person again.
