Does the 5.4 rev limit at 2750rpm when in park or neutral or do they only have a sensor that limits revs when it's cold out? I only drive my truck about 5 days a month and whenever I start it in -40c after 24 days, it limits my revs. It starts fine and drives normally in 2wd and 4wd low and high.
Why exactly are you trying to rev a cold engine anyway? There is no faster way to destroy an engine than to run the RPMs up immediately after starting a cold engine. This effect is magnified when it's that cold out!

Yes, the revs are limited in P or N. Also, please be careful revving the engine, at least until the oil warms up. The 3v 5.4L has cam phasers, which use oil pressure. When the oil is cold they are locked at full cam retard.
