GP Controller Question

So I replaced the GP controller on my new truck (what a pain to get at) and I noticed something odd, might be normal for these.
After the wait to start light goes off it will cycle the GPs at a rate of about 1 second off 1 second on for about 10 seconds. Does this if I start the engine of not.
Engine starts and runs great, just thought this was odd.
Read through the sticky and didn't see a reference to this, but that is a huge thread and I may have missed it.

What year is your truck? The older ones (83-86) those was normal to see the light come on and off for about 10 seconds after the engine had been started.

The newer system 87+ you should hear clicking, witch is cycling the glow plugs after the engine is running. This is to smooth out the engine, and make sure it keeps running, especially in colder temps.

It is a 91 and that is exactly what it does. Thanks for the reply John.
I assumed it was normal as the old controller and the new one both do the same thing.

Also while doing the controller I noticed some fuel in the recesses of the intake manifold. Is this caused by leaking fuel return lines?
I am going to replace the injectors in a few weeks and will replace the return lines at the same time if this is the cause or should I just not worry about the injectors and replace the return lines since the truck runs great?
The truck is garaged and starts fine right now, I don't know how it would start if left out of the garage though.
