The handle is attached by two rods that go to the catches on the outside of the box. When you pull up on the tailgate handle the rods pull the catches in and release the endgate. Usually a lube of some sort with free up the catches. I usually give mine a shot of lube when I change the oil.
If you want to take the handle mechanism Off there are 2 screws attaching it to the tailgate.
I use a spray white-grease to lube what I can hit with the spray.
The newer tailgates have a access panel you can take off. The old ones like you have, you have to work through the hole where the handle is to do anything. Get ready to break the plastic retainers on the pull rods. I think you can get them at the store.
Check the rods where they hook into the latches on the sides. If they are excessively worn, get another set. This requires you to remove the handle 3 screws, and the latches on the sides.
Theses tailgates are adjustable at both the latches, and the catches on the box as well. make sure they are in alignment. Not too loose, and not too tight fitting.
I think I posted before, that on my old 80 it would not open the gate because it was not pulling the rods far enough. The handle would seem to run out of travel and hit the tailgate around the hole before the rods pulled the latches out far enough.
I ended up taking the complete handle assembly out, and after staring at it for awhile could see where it was bent. After getting it straightened out, I had a lot more travel before the handle hit the tailgate around the access hole.
