I've got a 2000 f250 with the 7.3 and, even in 50* weather, it takes at least a minute of cranking to start. I've heard about watching the electrical meter to the left of the speedometer and I noticed that there is no change to it from when I turn the ignition on. Isn't it supposed to be a little low then pop back to normal when the relay turns off? I'm getting a new fuel filter and air filter soon but I suspect that it is the relay. Also, it blows a lot of white smoke when cranking and for a few minutes until it gets warmed up. Thanks!
Sure sounds like the Glow Plug Relay (GPR) or glow plugs (GP's) or both. Take a screwdriver and jump the two large posts on the GPR for about a minute with the key on, but not started (KOEO). If it starts right up, you have to replace the GPR...to test the GP's you need a multimeter to check their resistance (ohms). That white smoke you are getting is unburned fuel...give away the the GP's/GPR aren't doing their job. How long are you leaving the key in the on position before trying to start your truck?

Thanks for the response! Sometimes it's 30 seconds and sometimes I try to cycle it for a minute a few times. Once it gets started and warmed up a few minutes I can start it no problem. I'll do the test you stated and let you know how it goes.
