Can a clock spring be tested?

Can you test a clock spring to see if it is bad before I spent the $140 for a new one?

What year truck, and what options. I can get you pretty much any clock spring used out of a working truck for 50.00 plus shipping. If it is a 1999-2004 I have plenty of them.

What is not working on your truck?
