RCM code 19 reset company?

RCM code 19 reset company?
i have a 99 ranger, 6cy. 3.0L flex, XLT 2 door.
I know that the RCM needs to be reset or replaced. code 19 is something crash data is full... i want to try to reset it if possible. i cant find a place. any help would be awesome.
No, i have never been in an accident. my airbags have never deployed. at school i had the bottom half of my bumper(the plastic part) stolen, they dented my license plate in doing so. after that, my light has been on since.
