93' f450 cooling problem

I have a 93 f450 4x4 dually with a 460/5 speed that had a bad thermostat that was sticking open(murray 195 brand).
The truck ran great until i put the plow on making it want to overheat while driving, but not when u stop or go under 25mph.
I put 2 new Stant 195 thermostats in it and keeps running hot, even without the plow on, making it sometimes hard to restart. The thermostats on the stove are both opening up at 210-215 with a cooking thermometer.

I did take the radiator out and it looks clean inside and outside in the fins.
The clutch fan appears to be woking properly as it spins free when it is warm and is stiff when its cold.

I also couldnt get any air to bubble out of the radiator either along with no leaks.

Would the radiator still be bad, or should I try a 180 thermostat?

If the fan clutch is working properly it should get stiff as you call it when it gets to the point of being overheated. In other words it should sound like an airplane taking off if the clutch is kicking in when it gets hot.
