Its possible it looks like one to me too. I think there used to be a brake controller next to it not a cb, the PO liked his brake controller so much he took it with him :P The wiring on this "thing" goes up underneath the steering wheel and also into that weird circuit box.
If it helps anything I found a really old sticker on the circuit boards box that said
"Secure Recognition Systems Inc. 1994-1995 Version PK 1.5"
Meant nothing to me and couldn't even find anything on google except a one man business that went out of business in modesto CA
