Do the rear turn signals work? If they do, then your problem is most likely the switch on the brake pedal with two wires plugged into it. Pretty easy to replace.
have u checked the obvious like the earth lead at the lights and also the light bulbs loose or corroded conections... then yes look at the button under the pedal

That's why I asked if the rear turn signals work. The turn signal lights and brake lights are one and the same on first gen Explorers. If the rear turn signals light up, then there's nothing wrong with the bulbs or connections at the back.
Did the '91 have the brake pedal interlock where you couldn't shift out of park if the brake switch was malfunctioning? Because I can shift out of park just fine.
I'll have a look at the brake switch this morning -- that sounds like the culprit.
Now it appears that only the third brake light is working, not the left or right.
My turn signal stalk is broken off -- there's nothing there but a hole. The wiring diagram makes it appear that this might affect the operation of the brake lights. Thoughts?

I agree, a broken turn signal switch might cause the problem. On my wiring diagram, it looks like the left and right brake lights run through the turn signal switch, but the third light does not.
At any rate, you can rule out the brake pedal switch by disconnecting the wires from it and putting a jumper from one wire to the other. Brake lights now on = bad pedal switch; brake lights still off = problem somewhere else.

Yep, I did just that -- jumpered the switch -- and still get just the third brake light but neither tail light.
The hazard flashers work fine, but the wiring diagram shows that's on a separate flasher from the regular turn signals.
I guess I'll get on eBay and try to find a turn signal / high beam / windshield wiper stalk and replace it, then troubleshoot from there.
