Realize that air bags, unless controlled by $$$ computerized sensors and valves are much more suited to parking than driving. IMHO it's only worth near that much if all the parts are exactly what you would put in it if you were building it, and the primer isn't covering poorly done or unrepaired rust out.
My guess is that he ran into major problems that were going to be very expensive/require major rebuilding to fix, was not going to be suited to actual driving (likely to get <6 MPG, require nearly unattainable high octane and/or leaded racing gasoline, handles like crap and/or goes thru tires like they're free due to air bags), and he's trying to get back his investment, or he lost interest or can no longer afford to finish it.
IMHO it's overpriced unless you really want exactly all the parts and work that's been done, it's been built with a high level of craftsmanship, you have the skills, and you can afford to finish/drive it. It's going to take 5-10K to complete and never be a good daily driver.
It is all in what you want out of the finished vehicle. If it were me, I would much rather start with an unmolested original and go from there. Decent ones can be had for that $$ or less. I can not find much to say about that truck that appeals to me.
But, what do I know.
