No Parking Brake Adjustment?

Hi I'm stuck and looking for advice.
I replaced the parking brake cable (the front one that hooks up to the parking brake pedal) on my 1994 F-150 X-Cab 138.8 in. W.B.

Aside from the drum brake adjusters there are no adjustment points to take any slack from to cable. The cable seems to be about one and a half inches too long. I have removed the cable and it measures 46 inches long.
The guy at my local parts house looked up the specs and said the cable should be 44 & 1/2 " that would explain the loose cable but I have tried other cables and they are all made 46 inches long.

Hope someone can shead some light on this for me, Thanks.
