OK here is what happened, last night I sanded my fender down because there was some surface rust showing. I didn't have any acetone to wipe it down and I planned on doing more work so I figured I would just spray some primer on the bare metal and do a proper job on preparing the metal this weekend. Now here is the strange part, when I got home today I noticed these little yellowish crystals had formed where the rust was last night. They were real small to about the size of a grain of salt and when I put one on my tongue (yeah I know) it kind of burned at first and then had a metallic taste. What is this???? If I sand back down to the bare metal and wipe down with actone will the crystals quit coming through the primer??
Sounds to me like you're still getting surface rust. Sand it down, then use a rust converter, something like Ospho or Jasco from Home Depot. Ya gotta treat the rust before you do the primer. Also, you didn't say what kind of primer you're putting on over the bare metal. Everyone I've talked to, and I've done this myself, recommends an Etching Primer on bare metal, then the Epoxy Primer.

Do I need to go to a paint store to get etching primer and epoxy primer or can I get everything at Home Depot?? I'm not sure what kind of primer I was using, just a sandable primer I had in the garage.
I believe you do. I don't recall seeing automotive primers at HD. You can even check with the auto paint place that you pick up the paint from about skipping the epoxy primer stage. I recall someone here saying that you can go from the etching to the sandable.
I'm using all PPG products and since I was told that on bare metal, I need to do the etching then epoxy then sandable, so that's what I'm doing. I've got so much time in this that I want to try and have it done right the first time.

Thanks for all the info, I will see if I can find those primers. My truck is not the daily driver so I have a lot of time to get it right. I haven't started on the other side yet so maybe I will take some pics of that side as I work on it.
