Welcome to FTE. I like the color.

The radio lead is a easy key on wire to find and the light wire can probably just be spliced in with the light that illuminates the panel above the wiper and headlight switches.

Answers to questions:

1) GREEN wire on tach goes to coil negative (TACH TEST) terminal. It does not go to the distributor on an electronic ignition setup (factory on your 79).
2) Dimmer switch on the floor has nothing to do with the dash lights; whoever told you otherwise is wrong. Check that you have power on both sides of the dash illumination fuse with the headlight switch pulled out to either stop and the **** turned all the way counter-clockwise.

You're looking for a fuse, not a light. It's in the fuse panel and is labelled. Should be 3 amps. Check it for power using a multimeter or a test light using a known-good ground. Don't just look at it and say that it looks fine. As I said in my previous post, this has to happen with the headlight switch pulled out to one of the two stops (meaning at least the parking lights are on).
