What have you checked (fuses, bulbs, etc)? Do any of the lights work (high beams, parking lights, interior lights, etc.)? Please provide as much information as you can.
Trying the flash to pass is a good idea. I finally dug out my 1993 service manual and confirmed that the flash to pass uses a separate switch pole inside the multifunction switch to provide power from fuse F3 (60A) through a circuit breaker to the headlights. During normal headlight operation (high and low beam) power comes from fuse F2 (40A). Also, there is a 22A circuit breaker internal to the headlight switch, which if it failed, would prevent the headlights from working, but should not impact the parking and interior lights. However, if fuse F2 (40A) were to open, it would prevent both headlights, parking lights, and interior lights from working. The flash to pass feature would still work though. Both fuses F2 and F3 are located in the Power Distribution Box.
Have you also tried the brake lights, and do they work? The brake lights use the same filaments in the rear as the turn signals. The turn signals and brake lights are on separate fuses from the headlights and parking lights as well. If the lights not working are a single fuse issue, it will be one of the high current fuses in the power distribution box.
