97 E150 blower not blow fast.

97 E150 blower not blow fast.
97 E150 universal conversation 4.6L
Had issue with these since I bought.
I can't stand drive in winter when it barely blow heat to window to defrost.
I check voltage to blower it 14.78 volt while engine running. LO-HI are same volt I know bad resistor but blower supposed to be blow STRONG but now it blow like it was LO I don't think it worn out blower. If it was worn it wouldn't turn.
I check blend door where you can see blower spin it open/close fine.
On other thing I notice randomly with Heat/cold control there were little jump like there resistance on **** but half way middle no resistance on it.
I would like fix this before winter come.

Its the fan, I had this happen with a over the counter cheap one from the auto parts store. I went and got a used one from the junk yard that was factory and it fixed the slow motor problem.

Found out interested thing that we are stumble from this.
There are 4 speed fan setting.
LO= LO
LO MED= LO
MED= HI but feel like MED
HI= LO
But honest MED feel like it blow Med not STRONG.
Fan switch had something that you try turn between LO-MED it lock up you force to turn.
