Don't bother swapping the GPR. Just jump the big terminals with a big screwdriver if it isn't working. If it is working it won't spark, if it is dead, then you'll get a little spark when you make the connection.
Wait to start light comes on as it normally would?

Yes, Wait to Start light functions normally. voltage will drop when it comes on.
No smoke out tailpipe. Leads me to believe its not getting fuel at all.
Unhooked ICP. Full of oil too. Likely bad. Still no start. Batteries are getting low though. I'm jumping it with a Durango at the shop. Need to wait a little to let the batteries recover.
I think that ICP sensor is bad. Typically if they have oil in them, they're shot. Swap the one on from another truck and see what happens once the batteries are charged.

Unfortunately, that truck being here is a fluke. Gonna have to find another one. My buddy Brian's will work for a guinea pig though.
One GP shouldn't stop a truck from starting. With a good starting system it should start in the mid 40's* without GP's
Spring and fall here it can get below freezing and I have had as little as one out and it wouldn't start. When I bought the truck 15 years ago I would have said the same thing it. I took it in and the mechanic told me that(sounded crazy) then he change the bad one and the next morning it started no problem. He gave me the procedure for what ohms resistance values are suppose to be, where to check them in the harness and I have changed about 20+ since then and a timer or two as well. Some times they I give a high resistance in the harness, pull the valve cover and find the plug has vibrated loose too, check them right at the GP and their fine.
Pulled the allen key fill plug on the HPOP and its full of oil. Really leaning towards the ICP. Ordered one anyway, but will check my buddy's tomorrow I hope.
