how many miles on the truck?
turning over = cranking.
if it takes 3 cycles of the glow plugs until it "fires" then just follow these steps:

after running through those tests and if all passes,then it's time to test the glow plugs.
changing the glow plugs is pretty much like everything else on this engine.really easy compared to any other diesel offered in the f-series trucks.just try and be careful around the fuel line caps.disturb those and you'll have fuel leaks,braking the seal and have hard starts due to loss of fuel prime and need a new kit to replace them.
only use motorcraft (they're made by Beru) glow plugs for this engine.-if you only learn one thing written here,make sure it's that.

idle speed should be about 750 rpm.
many have claimed that filling the fuel filter with diesel kleen/howes etc,starting it up,let run for a 10-20 secs,shutting it down,let it sit over night helps clean junk in the ip and cures the stall on deceleration issue.i had the issue myself back along,and it was the fuel injectors.swapped those out and it went away.i knew they where bad cus i had loads of white smoke on startup.
